What is the Minimum Occupation Period (MOP) for HDB flats in Singapore?▾
MOP is the minimum number of years you must physically occupy your HDB flat before you can sell it on the open market or rent out the whole flat. Standard BTO and resale flats with CPF Housing Grants: 5 years. Plus BTO and Prime BTO: 10 years. DBSS: 5 years. Executive Condominiums (EC): 5 years (then privatised after 10 years).
When does the MOP start?▾
MOP starts from the date you collect the keys to the flat (for BTO/DBSS/EC) or the date you complete the resale purchase (Sub-Lease Effective date for resale with grant). Periods you do not physically occupy the flat may not count towards MOP — confirm with HDB.
Can I sell my HDB flat before MOP?▾
No, except under very limited circumstances such as divorce, financial hardship, demise of an owner, or other exceptional situations approved by HDB. Approval is not automatic. You also cannot rent out the entire flat before MOP, though room rental may be allowed with HDB approval.
What's the difference between Plus and Prime BTO?▾
Both Plus and Prime models carry a 10-year MOP and a subsidy clawback on resale (a percentage of the resale price returned to HDB). Prime is reserved for the choicest locations (e.g. city centre, Greater Southern Waterfront). Plus is for selected good locations across the island. Standard BTO has the usual 5-year MOP and no clawback.
What happens to EC after MOP?▾
After the 5-year MOP, an EC can be sold to Singapore Citizens and Permanent Residents only. After 10 years from TOP (i.e. fully privatised), it can be sold to anyone — including foreigners. ECs are HDB-built but privately owned.
