IPA Letter Procedure (Jan 2025 Update)

When a foreign tenant holds only an In-Principle Approval (IPA) letter (not yet an actual pass), salesperson must follow this 5-step procedure before landlord signs:

  1. Explain risks to landlord — IPA ≠ confirmed pass; pass may be rejected or delayed
  2. Check originals — inspect original IPA letter AND passport; verify they match
  3. Inform landlord of checks performed — document findings
  4. Upon pass issuance — verify actual pass with ICA (for EP/S Pass) or MOM before handing over keys
  5. Complete checklist with remarks on all steps taken
Exam tip: IPA letter procedure is a Jan 2025 update — likely testable. If tenant has only IPA, salesperson must NOT hand over keys until the actual pass is issued and verified.
