Owner-occupier residential (from 1 Jan 2025): 0% on the first $12,000 AV; 4% to $40,000; 6% to $50,000; 10% to $65,000; 14% to $80,000; 20% to $100,000; 26% to $140,000; 32% above $140,000. Non-owner-occupier residential (from 1 Jan 2024): 12% on the first $30,000; 20% to $45,000; 28% to $60,000; 36% above $60,000. Non-residential: flat 10%.
What changed in Budget 2024?▾
Budget 2024 widened the AV bands for owner-occupier residential property — partly to compensate for the AV increases driven by higher market rents in 2022–2023. The first 0% band was raised from $8,000 to $12,000 AV. Other bands were similarly widened so that the same dollar of property tax now requires a higher AV. The NOO schedule was not adjusted.
Will the tax rates change again?▾
Possibly. The owner-occupier and NOO schedules have been revised periodically (2010, 2015, 2022, 2024, 2025). Budget announcements in February of each year are the place to watch. The trajectory of recent years has been to raise rates on high-AV properties while protecting lower-AV homes.
Are commercial property tax rates progressive too?▾
No. Commercial, industrial, and land (non-residential) is taxed at a flat 10% of AV — no progressive bands. So a shop with AV $100,000 pays $10,000 regardless of band structure. The flat 10% has been in effect for many years.
