AV is assessed by IRAS based on estimated annual rent of similar properties. The rates above are for residential property. Commercial / industrial / land is taxed at a flat 10% of AV. Government rebates (announced in the Budget) may further reduce the tax payable for a given year — not included here.

Frequently asked questions

What is Annual Value (AV) in Singapore?

AV is the estimated gross annual rent of a property if it were rented out, as assessed by IRAS. It is determined by reference to rents of similar properties in the area and is updated periodically. AV does not include furniture, furnishings or maintenance fees.

What are the owner-occupier property tax rates in Singapore?

For owner-occupied residential property (from 1 Jan 2025): 0% on the first $12,000 AV; 4% from $12,001 to $40,000; 6% to $50,000; 10% to $65,000; 14% to $80,000; 20% to $100,000; 26% to $140,000; 32% above $140,000. The AV bands were widened in Budget 2024 to give relief from rising rents.

What are the non-owner-occupier rates?

For non-owner-occupied residential property (rented out or second property, since 1 Jan 2024): 12% on the first $30,000 AV; 20% to $45,000; 28% to $60,000; 36% above $60,000. These rates apply even if the property is left vacant.

How is property tax for HDB flats calculated?

Same rate schedule as private residential property — owner-occupier rates apply if you live in the flat. AV for HDB flats is typically lower than equivalent private property because rents on HDB are lower. Many smaller HDB owner-occupied flats fall in the 0% or 4% band.

Is commercial property tax the same?

No. Commercial, industrial and land (non-residential) is taxed at a flat 10% of AV.

When is property tax due?

IRAS issues the property tax bill in December of the preceding year. Payment is due by 31 January for the full year. GIRO instalments are available — sign up via IRAS.
