BSD Rates 2026 — Singapore

Singapore Buyer's Stamp Duty (BSD) is a tiered, progressive tax that the buyer pays to IRAS on the higher of the purchase price or open-market value. The current schedule has been in effect since 14 February 2023 and remains the operative rate table for 2026.

Singapore BSD — historical rate changes

BSD has been periodically revised since its introduction. Key milestones:

  • Pre-2018 — Three-band schedule capped at 3% (residential).
  • 20 February 2018 — Top marginal rate raised to 4% (residential) on portion above $1 million. Non-residential remained at three bands.
  • 14 February 2023 (current) — Two new top bands added: 5% on $1.5M – $3M and 6% above $3M (residential). Non-residential top rate raised to 5% above $1.5M.

The thresholds and rates have been progressively skewed against high-value transactions while the bottom bands have been left unchanged — protecting mass-market buyers from rate increases.

Worked example — $2 million condo

  • 1% × $180,000 = $1,800
  • 2% × $180,000 = $3,600
  • 3% × $640,000 = $19,200
  • 4% × $500,000 = $20,000
  • 5% × $500,000 (the $1.5M – $2M band portion) = $25,000
  • Total BSD = $69,600

What are the BSD rates in Singapore for 2026?

Residential property: 1% on the first $180,000, 2% on the next $180,000, 3% on the next $640,000, 4% on the next $500,000, 5% on the next $1.5 million, and 6% on any portion above $3 million. Non-residential (commercial / industrial / land): 1% / 2% / 3% / 4% on the same first four bands and 5% above $1.5 million. These rates have been in effect since 14 February 2023.

When did BSD rates last change?

The latest rate change was on 14 February 2023 (Budget 2023). The top marginal rates were raised — residential went up from 4% to 6% (on the portion above $3 million), and non-residential top rate went from 3% to 5% (on the portion above $1.5 million). The lower bands (up to $1 million) were not changed.

Are the 2026 BSD rates different from 2024?

No. The rates that took effect on 14 February 2023 remain unchanged through 2026. No Budget since 2023 has revised the BSD schedule.

Is BSD applied to GST-inclusive or GST-exclusive price?

BSD is calculated on the higher of the contract price (which may or may not include GST depending on the seller) or the open-market value. For most residential transactions, GST does not apply. For commercial transactions where the seller is GST-registered, the contract price is typically GST-inclusive — and BSD is then computed on that GST-inclusive figure.
